Programs
BCCS provides
scientifically-based interventions which enable individuals who inject drugs
or practice unsafe sex to recognize their HIV risk, learn their HIV status,
and develop and manage their own risk reduction plan.

5 Questions: Meet the Outreach Staff
|
Outreach is an educational intervention
conducted by peer educators face-to-face with at-risk individuals in their
neighborhoods or other areas where they typically congregate. Our HIV Prevention unit engages
those who would not seek treatment or education otherwise, providing:
Personalized risk-reduction strategies,
Mechanical skill education (e.g. condom use and
needle cleaning),
Behavioral skill education (e.g. communication,
assertiveness, and refusal skills), and
Assistance in identifying and accessing needed
services, including treatment, housing, food, shelter, or transportation.
Mobile
outreach allows our staff to move to different locations in response to
movement of a transient population, while providing greater privacy, safety,
and resources. Our mobile outreach van is equipped for seating, HIV testing,
and showing educational films.

HIV Testing
BCCS offers Free Confidential HIV
Testing.
Rapid testing is now available; results
are returned in 20 minutes.
Available at every
Needle Exchange Site, or call 655-9880, ext. 21 for an appointment.
A picture ID is required.
Needle Exchange Program
Needle exchange is now
available on a mobile van at sites throughout Wilmington. One new needle is
exchanged for each used needle. To be eligible, you must be an active injection
drug user, at least 14 years of age, and a resident of the city of Wilmington.

Safety Net Services
A multifaceted program offering substance abuse
treatment and pre-treatment, and HIV/AIDS services.
Targets women and ex-offenders returning to the
community.
Connects the client to appropriate services and
stability, depending on their readiness to enter treatment.
Incorporates the Safety Counts risk reduction
intervention, medication management, Integrated Dual Disorders treatment,
and HIV testing.
Safety Counts
An intensive harm reduction program that enables
active drug users to gradually reduce their HIV risk without the penalties
of a traditional treatment program.
Empowers the client to design and manage their
own risk reduction plan, setting unique goals and taking concrete steps to
make them a reality.
By taking charge of themselves, the client
learns to control other aspects of their life, benefiting themselves, their
partners, their families, and their community.

alcohol abuse, and its consequences. We provide information for you or a
loved one, on a strictly confidential basis.
